About
We are not a consulting firm.
FedShredder LLC runs Proposal Operations Matrix Sprint for registered federal contractors: requirement-linked Section L/M matrices and volume shells. Your capture team writes narrative in Word. We are operator-led, U.S.-based, and selective about intake.
If the matrix isn't defensible, nobody should be drafting.
System definition
Mission
We generate traceable compliance matrices from federal solicitations so capture teams can verify requirements before drafting begins.
Vision
Our operating standard: no narrative volume work begins until the capture lead signs a source-cited Section L/M matrix suitable for color-team spot-check.
Origin
Why FedShredder exists
FedShredder did not start as a product pitch. It started on the proposal floor—built by an operator who submitted federal packages before productizing the matrix workflow.
Luke P., owner-operator of Osprey Exterior LLC, spent roughly a year submitting federal proposals as a SAM-registered small business: source-cited Section L/M matrices, volume maps, SF1449 admin blocks, and compliant submission packages.
When a colleague who had served as a government contract evaluator reviewed the work, she confirmed the proposal looked strong and the matrices and submission criteria were correct. Her candid assessment: federal contracting is structurally hard for new small-business primes to break into—even with clean compliance artifacts.
The pivot was direct: deliver the matrix discipline evaluators score to contractors who already have pipeline, deadlines, and B&P pressure. That is FedShredder—fixed-fee Pilot Sprints for mid-tier primes already winning pursuits, not false promises to businesses still learning how to bid.

Who we are
We are capture and proposal operators who have submitted phased solicitations, managed color teams under deadline, and lost awards to Section M gaps—not to weak technical solutions. FedShredder exists because evaluators score compliance traceability—and most tools optimize narrative throughput before Section L/M is defensible. We do not write proposals; we prove what must be written.
- Operator-delivered Pilot Sprints (not “buy a seat and figure it out”)
- Primary clients: 10–50 FTE primes and integrators with live pursuits
- Mutual NDA and Source Selection Sensitive handling by default — security packet

Founder · Capture operations lead · FedShredder
Owner-operator, Osprey Exterior LLC · APMP Foundations · SAM-registered contractor
Submitted federal proposals for ~12 months as Osprey Exterior LLC—matrices, volume maps, and admin blocks. A government contract evaluator colleague confirmed the compliance artifacts were correct; the structural gap for new small-business primes was pipeline, not matrix quality. Owns Pilot Sprint intake, scope confirmation, and deliverable handoff.

Two decades in B2B security and compliance—KPMG (Visa CISP, precursor to PCI DSS), Protiviti, Microsoft, then seven years at Concur and SAP Concur building PCI, SOC-2, ISO 27001, and NIST-aligned programs. At SAP, led a 12-member risk team using FAIR methodology and supported 20K enterprise clients through cloud migration under GDPR. Runs programmatic excerpt QA against ingested solicitation PDFs, then human spot-check sampling before Pilot Sprint handoff.
Practitioner-origin operators
Built on real federal submissions—not offshore chat support or capture coaching. Luke submitted as a SAM-registered small business before productizing the matrix workflow as FedShredder.
APMP-aligned deliverables
Matrices, volume maps, and traceability structured the way color teams and evaluators expect—we do not claim APMP membership or agency endorsements.
Selective, verified intake
UEI, CAGE, and NAICS verified before we schedule. Redacted references and matrix excerpts released after entity confirmation—not fabricated logos on this site.
Our ethos
Investigate
Map where contractors actually lose time—SAM loops, unwinnable pursuits, sub pricing gaps—not where influencers sell courses.
Operationalize
Deliver source-cited Section L/M matrices, volume maps, and go/no-go flags your proposal lead can defend in Pink/Red—without renting senior capture labor for manual cross-walks.
Enterprise & bench-prime capture
Directors of federal sales and proposal leads at 50–200+ FTE shops typically start with one Pilot Sprint on a hot pursuit, then move to a Bench Workflow or Enterprise Capture retainer with NDAs, Pilot Data Addendum, and security questionnaire support—not shelf-seat rollout.
Request enterprise scopingarrow_forwardThe reality
- gavelFederal awards are technical evaluations of compliance and documented execution—not charisma contests or grant lotteries.
- fact_checkA strong technical solution still loses when Section L/M traceability fails. Disciplined matrix-first go/no-go and color-team defensibility beat hero engineering on the narrative alone.
- balanceOur goal is to level that playing field for SMB primes and serious entrants—without selling empty promises to businesses that aren't ready to bid.
We qualify intake deliberately
Capture teams get operator time—not hobbyist RFP coaching.
